Request the High Technology Development Corporation to establish a working group examining creation of a first responders technology campus and cyber security command center in central Oahu to centralize facilities and share resources.

Working group must include representatives from Hawaii National Guard, Hawaii Army National Guard, Hawaii State Civil Defense, Department of Public Safety Sheriff Division, Honolulu Fire Department, Honolulu Police Department, Honolulu Emergency Medical Services, and relevant state technology offices.

Working group must examine and recommend on: establishment plan, funding sources, staffing needs, and potential central Oahu sites and designs for the campus and command center.

Working group members serve without compensation but receive reimbursement for necessary expenses including travel; group must select a chair from among members.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convening, and dissolve on June 30, 2016.
