Request the Department of Education to work with the Department of Health, Department of Human Services, University of Hawaii, and community organizations to identify, organize, and coordinate out-of-school programs for kindergarten through twelfth grade statewide.

Direct the Department of Education to determine the cost of out-of-school programs for middle and intermediate schools and the cost of maintaining programs for kindergarten through twelfth grade.

Instruct the Department of Education to identify funding opportunities through federal funds for disadvantaged communities, grants, revenue-generating opportunities, user fees, and potential tobacco, cigarette, and alcohol tax increases as a dedicated funding stream.

Designate Department of Education out-of-school programs as "Hawaii 3 to 6 programs" and require the Department to administer these programs with all public school campuses eligible for funding, prioritizing high-poverty schools if funding is insufficient.

Transmit certified copies to the Governor, Board of Education Chairperson, Superintendent of Education, State Public Charter School Commission Executive Director, and Commission Chairperson.
