Encourages the Office of Planning, Land Use Commission, Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, and county planning departments to adopt the 21 recommendations from the Urban Land Institute's "Building Healthy Places Toolkit" report.

Recommends implementing land use and development policies that promote physical activity through mixed-use development, pedestrian-oriented streetscapes, biking infrastructure, and recreational spaces.

Supports strategies to enhance access to healthy food through grocery stores, farmers markets, healthy food retail, and on-site gardening and farming opportunities.

Encourages policies that foster healthy environments through smoking bans, improved air quality, natural lighting, noise reduction, nature access, and social engagement opportunities.

Directs that certified copies of the resolution be transmitted to state planning agencies and county planning departments throughout Hawaii.
