Request the State Public Charter School Commission to continue encouraging charter school applicants to address public school capacity issues, particularly in areas like Leeward Oahu experiencing severe overcrowding.

Direct the Commission to intensify outreach to community stakeholders, state and county agencies, developers, and community-based organizations about charter schools' potential to resolve overcrowding and explain the rigorous application process.

Request the Commission to assess existing and proposed legislative incentives for charter school applicants to submit proposals addressing public school overcrowding and capacity needs.

Require the Commission to submit a report with status updates, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2016 Regular Session.

Transmit certified copies of the resolution to the Board of Education Chairperson, State Public Charter School Commission Chairperson, and the Commission's Executive Director.
