Encourages the Department of Education to establish a voluntary Hawaii Farm to School Program allowing individual Complex Areas to purchase locally grown food from food safety certified farms.

Permits Department of Education Complex Areas to participate on an optional basis rather than requiring statewide implementation, enabling those with adequate resources to partner with local farmers.

Requires farmers participating in the program to provide evidence of adequate supply for one year and maintain food safety certification subject to all applicable state and federal regulations, inspections, and audits.

Requires participating farmers to maintain sufficient product liability insurance and comply with all food safety requirements.

Directs transmission of the resolution to the Chairperson of the Board of Education, Superintendent of Education, and Chairperson of the Board of Agriculture.
