Urges the Department of Agriculture and Department of Health to conduct a joint study to modernize regulations for productive diversified agriculture in Hawaii

Requests the departments study various farms in relation to acreage, location, and other characteristics to identify which regulations may be modernized

Requires the Department of Agriculture and Department of Health to jointly submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes

Responds to Hawaii's agricultural industry decline from sugar and pineapple monocrop farming by seeking to modernize outdated regulations that were built on monocrop farming foundations
