Urges the Department of Transportation to develop a plan for establishing a Hawaii Ports Authority with jurisdiction over the State's airports and harbors.

Identifies benefits of a port authority including increased security, improved administrative efficiency, better coordination of environmental issues, and streamlined operations through potential procurement law exemptions.

Notes that the Department currently operates 11 commercial-service airports and 4 general-aviation airports, and manages 10 commercial harbors across the Hawaiian islands.

Requires the Department of Transportation to report to the Legislature no later than twenty days before the 2016 Regular Session with a plan for establishing the port authority, including any proposed legislation.
