Requests the Department of Business, Economic Development, and Tourism (DBEDT) to set goals for improving Hawaii's job creation and business climate, citing Forbes ranking of Hawaii as "Worst State to Make a Living In" for 2014 and CNBC ranking Hawaii 49th in "America's Top States for Business"

Directs DBEDT to develop strategies and implementation plan to diversify Hawaii's economy beyond current concentration in tourism, military, and construction

Requires DBEDT to identify new target industries for relocation and investment in Hawaii, and develop incentives to attract these industries and retain skilled workers leaving the state

Requires the DBEDT Director to present goals to the Legislature orally no later than 20 days before the 2016 Regular Session convenes

Requires the DBEDT Director to submit a written report including proposed legislation to the Legislature no later than 20 days before the 2016 Regular Session convenes
