Department of Education, State Public Charter School Commission, and Hawaii Public Charter Schools Network are requested to develop a plan to commission a new study updating the school impact fee formula and differentiating land requirements for greenfield development versus urban area redevelopment.

Requests establishment of criteria for identifying appropriate locations for vertical school development, which may include construction of new schools or use of space in privately owned buildings.

Directs the three agencies to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2016 Regular Session, including any appropriation requests necessary for the study.

Addresses school impact fees in designated school impact districts, particularly those with rail transit stations in Leeward Oahu and along the urban Honolulu rail route where traditional large-acreage land dedication is not feasible.

Recognizes that transit-oriented development and vertical school design through public-private partnerships could reduce facility costs and enable redevelopment opportunities near rail stations.
