Encourages the University of Hawaii System and the Department of Accounting and General Services to develop a plan to relocate administrative offices from the University of Hawaii at Manoa campus to other state-owned buildings.

Identifies that housing administrative offices on academic campuses reduces instruction and research space availability at those campuses.

Notes that the University of Hawaii System consists of ten campuses across the state and that administrative offices should reflect representation across all ten campuses rather than being centralized at Manoa.

Requires that the University of Hawaii System be housed only in state facilities, as it has no funds to lease private space and is funded through general fund appropriations.

Directs certified copies of the resolution be sent to the Comptroller, Chairperson of the University of Hawaii Board of Regents, President of the University of Hawaii System, and Chancellor of the University of Hawaii at Manoa.
