Authorizes the Senate President to expend appropriated funds for legislative-related expenses and other costs through January 20, 2016.

Empowers the Senate President to contract, hire, or employ personnel as needed to complete Senate work prior to the next regular session and determine employment periods.

Grants the Senate President authority to approve the Senate Journal for any legislative day compiled as of the 60th legislative day.

Permits the Senate President to convene authorized committees and perform other duties necessary to complete legislative business between the 2015 and 2016 regular sessions.

Authorizes the Vice President to carry out responsibilities enumerated under Rule 4 of the Senate Rules for the Twenty-eighth Legislature.
