Requests the Department of Education and Department of Commerce and Consumer Affairs to convene a working group to evaluate the licensing of private trade, vocational, and technical schools in Hawaii, which has been administered by the Department of Education since 1939.

Working group must consider alternative licensing program structures or models and evaluate procedures that protect consumers from false, deceptive, misleading, and unfair practices while ensuring adequate educational quality.

Requires examination of potential impacts to schools and students from changes in fees or licensing costs associated with a new licensing system.

Working group should include interested stakeholders in discussions.

Directs both departments to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the start of the 2016 Regular Session.
