Notes that $25,000 in 1997 had equivalent buying power of $36,735 in 2014 dollars due to inflation alone, indicating thresholds are outdated.

Directs the study to examine cost escalation since 1997 and recommend appropriate threshold increases while balancing simplicity with competition and accountability.

Requires the State Procurement Policy Board to submit findings and recommendations to the Legislature no later than twenty days before the 2016 regular session begins.
