Requests the Aha Moku Advisory Committee to engage stakeholders to develop and adopt rules for its operation and administration.

Committee shall receive assistance from the Department of Land and Natural Resources, Office of Hawaiian Affairs, and Association of Hawaiian Civic Clubs.

Committee must report its proposed administrative rules to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016.

Recognizes the Aha Moku Advisory Committee was authorized by Act 288, Session Laws of Hawaii 2012, with legislative intent to provide independence from state government while advising on Hawaiian traditions and practices.
