Requests the State Auditor to assess the social and financial impacts of mandating infertility procedure coverage for all individual and group health insurance policies that provide pregnancy-related benefits, effective July 1, 2015, as proposed in S.B. No. 768.

Requires the Auditor's assessment to include a survey of other states with expanded infertility coverage mandates, analysis of federal Patient Protection and Affordable Care Act compliance, research on reproductive age standards and success rates for in vitro fertilization by age group, and examination of cost-effective infertility treatment alternatives.

Directs the Auditor to research the 27-year history of Hawaii's existing IVF mandate since its 1987 inception, including underwriting data and financial impacts.

Requires the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than 20 days before the 2016 Regular Session convenes.

Mandates the Insurance Commissioner to distribute copies of the resolution to all state health insurers.
