Requests the United States Secretary of Agriculture to increase federal reimbursement rates for school breakfast, lunch, and afterschool snacks in Hawaii to 15 percent above Alaska's rates.

Emphasizes that Hawaii's food costs are 70 percent higher than Alaska's, with the U.S. Department of Agriculture determining Hawaii families spend $1,066.20 monthly on food compared to Alaska at $741.90 as of February 2014.

Notes current federal reimbursement disparities: Hawaii's free lunch rate is $3.74 versus Alaska's $5.15; Hawaii's free breakfast is $2.25 versus Alaska's $3.10; and Hawaii's free afterschool snack is 96 cents versus Alaska's $1.33.

Directs that certified copies be transmitted to the U.S. Secretary of Agriculture, Hawaii's congressional delegation, the Governor, Superintendent of Education, and Board of Education Chairperson.
