Urges the Department of Customer Services of the City and County of Honolulu and all driver training and education programs on Oahu to incorporate courteous and responsible driving habits into their curriculum, with emphasis on reducing traffic congestion.

Requires driver education programs to teach compliance with speed limits, maintaining pace with traffic flow, and safe and effective merging techniques, including allowing space for vehicles to merge without stopping.

Addresses traffic congestion on Oahu by noting that roads were not designed for current population growth and many drivers lack familiarity with local driving laws and customs.

Notes that persons 18 years and older are not required to complete formal driver's education before obtaining a driver's license in Hawaii.

Directs certified copies of the resolution be transmitted to the Director of Transportation and Director of Customer Services of the City and County of Honolulu.
