Requests the Information Privacy and Security Council, in cooperation with the State Chief Information Officer Council, to assess notification procedures for personal information breaches by state and county agencies.

Requires a report examining current notification procedures for breach victims, especially for information stored or accessible online.

Directs the council to research software and electronic programs used to improve personal information protection.

Calls for recommendations on improved methods to more securely and promptly notify individuals of breaches.

Requires submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.
