Notes that as of November 3, 2014, 665 women were under the Department of Public Safety's care and custody.

Cites cost savings from community placement programs at $50 per day compared to $134 per day for incarceration.

Identifies that a majority of female offenders commit non-violent crimes, most are mothers of minor children, and community-based substance treatment is more effective than in-prison treatment for addressing addiction.

Directs certified copies of the resolution be transmitted to the Director of Public Safety and the Auditor.
