Department of Public Safety must provide an itemized accounting of $1,000,000 set aside in 2012 for community-based programs under the Justice Reinvestment Initiative.

Department of Public Safety must provide an itemized accounting of $3,400,000 set aside in 2013 for expanding treatment programs, victims' services, and establishing a research and planning office.

Hawaii's incarcerated population declined 4% after the first year of justice reinvestment implementation, saving the State $2,500,000 in fiscal year 2013.

Certified copies of the resolution shall be transmitted to the Governor and Director of Public Safety.
