Requests the Hawaii Judiciary to study traffic offenses, petty misdemeanor offenses, and misdemeanor offenses that create disproportionate workload and may be appropriate for decriminalization as infractions.

Directs the Judiciary to include in its study the types and number of cases adjudicated in each of the past four years for each case category.

Requires the Judiciary to report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the 2016 Regular Session.

Directs the Legislative Reference Bureau to assist the Judiciary in drafting any proposed legislation.

Seeks to streamline handling of minor offenses by eliminating the need for arraignments, allowing mail disposition of uncontested violations, and providing informal hearings.
