Requests reestablishment of a working group to examine social determinants of health and risk adjustment for Medicaid, gap-group, and uninsured individuals in Hawaii.

Working group membership includes 14 specified positions: state officials (Insurance Commissioner, Director of Human Services, Director of Health), health care organizations, providers, consumers from each population group, and legislative committee chairs.

Working group must examine enabling services, care coordination, health plan incentive structures, behavioral health management, risk adjustment systems, and value-added services in health care homes.

Preliminary report due 20 days before the 2016 legislative session and final report due 20 days before the 2017 legislative session, with proposed legislation included as appropriate.

Working group subject to Hawaii Revised Statutes chapter 92 and ceases to exist on June 30, 2017.
