Request that the Department of Human Services evaluate and adopt an alternate methodology for establishing basic prospective payment system (PPS) rates for intermediate care facilities serving individuals with intellectual disabilities.

Require rebasing of basic PPS rates using updated cost report data at least every two fiscal years, rather than the current practice of using the same base year for up to eight fiscal years.

Increase bed reservation days from 12 to 24 days per calendar year for residents absent due to hospitalization or other reasons, allowing facilities to receive per diem payments during these absences.

Address inadequate compensation for facility operators and staff by ensuring payment rates reflect current costs of care, wage standards, regulatory requirements, and changes in resident needs.

Direct the Department of Human Services, Department of Health, and Hawaii State Council on Developmental Disabilities to implement these rule changes under Hawaii Revised Statutes chapter 91.
