Addresses financial hardship for individuals with disabilities in community care settings by eliminating the requirement to spend down income to the "medically needy" standard of $469 per month when Title II benefits are the cause of income exceeding Medicaid limits.

Urges the Department of Human Services and Department of Health to allow Medicaid adult day health services providers to bill in fifteen-minute increments instead of requiring full-day (six hours) or half-day (three hours) billing units.

Notes that current billing restrictions prevent providers from receiving payment for partial days, even though operational expenses remain constant regardless of client attendance duration.
