Request that the Department of Budget and Finance propose legislation and a timetable to set position count ceilings for both permanent and temporary positions in the General Appropriations Act or Supplemental Appropriations Act.

Request prohibition on establishment and funding of positions not authorized in the General Appropriations Act or Supplemental Appropriations Act, except when establishment cannot await the legislative budget cycle.

Request that the Department of Budget and Finance provide an estimate of costs to upgrade its information technology system to establish, collect, maintain, and update data on permanent and temporary position count ceilings.

Require the Department of Budget and Finance to submit a report with proposed legislation, timetable, and estimated cost no later than twenty days before the convening of the Regular Session of 2016.

Acknowledge that current inadequacies in the Department of Budget and Finance's information technology system may prevent immediate implementation of stricter position count ceilings.
