Urges all agencies subject to Hawaii's Administrative Procedure Act (Chapter 91, HRS) to strictly adhere to its provisions during rule making, amendment, and repeal processes.

Requires agencies to provide at least 30 days' notice before public hearings on proposed rules, including information on how to request copies, where to review the proposed rule, and the date, time, and place of the hearing.

Applies to rule making that modifies rates paid by agencies to third parties.

Mandates that proposed rules be approved by the Governor (state agencies) or applicable mayor (county agencies) and become effective ten days after filing with the Lieutenant Governor or county clerk.

Directs certified copies of the resolution be sent to the Governor and each county mayor.
