Urges the Governor to consolidate the Oahu Community Correctional Center into the Halawa Correctional Facility to address overcrowding and outdated security infrastructure at the 1916-built Kalihi facility.

Identifies the current Kalihi location as unsuitable due to proximity to parks, schools, homes, businesses, and the planned Honolulu rail transit route.

Proposes redeveloping the Kalihi site to generate tax revenues and lease-rent income for the State and property tax revenues for the City and County of Honolulu.

Requests the Governor consider using a public-private partnership with proven prison system construction capability if feasible or necessary.

Directs certified copies be sent to the Governor, Director of Public Safety, Kalihi-Palama Neighborhood Board Chairperson, and Aiea Neighborhood Board Chairperson.
