Requests that budget submissions for all state assets include an appropriation amount for maintenance, repair, renovation, reconstruction, and replacement costs.

Requires budget submissions to include a proposed schedule of repair and maintenance for state land, buildings, infrastructure, amenities, vehicle fleets, and other state assets.

Requires budget submissions to include a plan for determining when replacement, reconstruction, or redevelopment is more cost-effective than ongoing repairs or maintenance.

Directs that certified copies of the resolution be transmitted to the Governor, Comptroller, and Director of Finance.
