Requests University of Hawaii to affirm commitment to ending sexual violence, sexual harassment, dating violence, domestic violence, and stalking on all Hawaii campuses in compliance with Title IX and the Violence Against Women Reauthorization Act of 2013.

Directs University of Hawaii to increase resources and strengthen institutional infrastructure across all campuses to address and prevent sexual violence and gender-based discrimination.

Requires University of Hawaii to implement specific measures including publishing nondiscrimination notices, designating a Title IX compliance coordinator, adopting complaint procedures, implementing evidence-based prevention programs, and providing campus training on identifying and reporting sexual violence.

Mandates University of Hawaii to formulate campus-specific plans addressing gender discrimination and violence while ensuring compliance with Title IX and the Violence Against Women Reauthorization Act of 2013.

Requires University of Hawaii to submit a report detailing guidelines, policies, procedures, staffing, and statistics related to Title IX and Violence Against Women Act compliance to the Legislature no later than twenty days before the 2017 Regular Session convenes.
