Urges all state agencies to retrofit outdoor lighting fixtures, including street lights and outdoor athletic facilities, with energy efficient light-emitting diode (LED) bulbs or better technology.

Exempts retrofitting in state buildings where the State is not responsible for fixture maintenance, locations near observatories on Hawaii island where current bulbs minimize astronomy interference, and areas with more stringent county lighting requirements.

Notes that LED bulbs consume less electricity, produce whiter light, and last longer than current low-pressure sodium bulbs used in many streetlights.

References the H-1 Freeway Rehabilitation Project as an example where LED replacement bulbs increased illumination while reducing electricity and maintenance costs.

Directs certified copies be sent to the Governor, Comptroller, Director of Transportation, and President of the University of Hawaii System.
