Department of Budget and Finance currently imposes a 52% fringe benefit assessment on personnel salaries paid from non-general funds, but does not impose a similar assessment on general fund salaries.

Resolution requests the Department of Budget and Finance to establish a policy imposing fringe benefit assessments on new appropriation and trade-off requests for general fund personnel salaries and wages.

Departments would be required to pay fringe benefit assessments for unauthorized positions from their general fund appropriations in base budgets under the proposed policy.

Policy implementation requested to begin with the executive budget for fiscal biennium 2017-2019.

If establishing a fringe benefit assessment is deemed impractical, the Department of Budget and Finance is requested to require departments to submit information on fringe benefit costs resulting from budget requests for new general funded positions.
