Honolulu rail project is budgeted at $5.2 billion with an estimated budget shortfall of up to $900 million.

City and County of Honolulu and Honolulu Authority for Rapid Transportation are requested to develop a plan generating revenue through transit-oriented development near rail stations, including housing and employment clusters.

City and County of Honolulu is requested to review and amend land use ordinances and zoning within one half mile of rail stations to allow commercial, residential, and mixed-use development.

City and County of Honolulu is requested to identify locations for tax increment financing or community facilities districts to generate revenues for rail construction, operations, and maintenance.

Honolulu Authority for Rapid Transportation is requested to use any proceeds from extension of the 0.5 percent general excise tax surcharge exclusively for construction, not for operations or maintenance costs.
