Requests the Department of Labor and Industrial Relations to convene a working group to streamline Hawaii's workers' compensation process under chapter 386, Hawaii Revised Statutes.

Directs the working group to consider converting to a computerized system for filing workers' compensation claims.

Requires the Director of Labor and Industrial Relations to chair the working group and include insurers, attorneys, mutual benefit society representatives, health maintenance organization representatives, and health care providers as members.

Authorizes the President of the Senate and Speaker of the House to each appoint one member to the working group.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.
