Requests the University of Hawaii to convene an Affirmative Consent Task Force to review and make recommendations on the university's Executive Policy on Domestic Violence, Dating Violence, Sexual Assault, and Stalking.

Task Force shall comprise 10 members including the University of Hawaii President, Vice President for Community Colleges, three campus chancellors, Hawaii State Commission on the Status of Women Executive Director, University of Hawaii Commission on the Status of Women Chair, Sex Abuse Treatment Center Executive Director, American Civil Liberties Union member, and Women's Legislative Caucus member.

Task Force directed to consider best practices and professional standards while developing comprehensive education and prevention programs, complaint procedures, and information resources for sexual harassment and violence across all University of Hawaii campuses.

Task Force must ensure policy includes provisions for equitable complaint procedures, equal rights for respondents and complainants during investigations, and corrective actions to end incidents and prevent recurrence.

Task Force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2016 Regular Session convenes.
