Requests the Legislative Reference Bureau to examine how other states regulate tour operators within their jurisdiction.

Directs the examination to include a review of laws, policies, and procedures adopted by other states for regulating tour operators.

Requires the Legislative Reference Bureau to submit a report of findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2016.

References concerns about unregulated tour activities in Hawaii state parks, including illegal "lava tours" and incidents resulting in criminal charges against tour guides for unauthorized entry and commercial activities on state-managed lands.
