Prohibits operation of vehicles, trailers, and semi-trailers equipped with dangerous wheels.

Defines "dangerous wheels" as any wheel, wheel cover, hubcap, lug nut cover, prong, or ornamentation that extends at least four inches beyond the wheel rim's furthest point and may cause injury or property damage through minimal contact.

Addresses growing use of motor vehicle wheels with sharp projections including aftermarket parts like gorilla pokes, superpoke elbows, giraffe necks, and pointed lug nuts.

Becomes effective upon approval.
