Amends Hawaii Revised Statutes Section 706-668.5(l) to change how multiple prison sentences are handled based on when the initial sentence was imposed.

Requires multiple terms of imprisonment imposed on defendants who already have an unexpired term imposed prior to June 18, 2008 to run concurrently unless the court orders or statute mandates consecutive sentences.

Authorizes multiple terms of imprisonment imposed on or after the effective date of this Act to run concurrently unless the court orders or statute mandates consecutive sentences.

Changes the default from discretionary ("may") to mandatory ("shall") concurrent sentencing for pre-June 18, 2008 sentences unless court or statute specifies otherwise.

Takes effect upon approval.
