Establishes a new special innovative procurement process allowing contracts for supplies, services, professional services, or construction to be awarded without competitive sealed bids or proposals when the chief procurement officer determines it is advantageous for new or unique state requirements, new technologies, or to achieve best value.

Requires the chief procurement officer to submit any procurement plan developed under this process to the attorney general for review and approval before issuing the notice of invitation for bids.

Mandates that the procurement policy board adopt rules establishing procedures for use of the special innovative procurement process.

Requires written determination of procurement basis and contractor selection to be included in the contract file, with annual public reports from the chief procurement officer describing all determinations made.

Effective July 1, 2030.
