Amends Section 195D-25, Hawaii Revised Statutes, to modify the composition of the Endangered Species Recovery Committee.

Replaces the "director of the University of Hawaii Environmental Center" with the "dean of the University of Hawaii at Manoa College of Natural Sciences" as a committee member.

Committee serves as a consultant to the board and department on matters relating to endangered, threatened, proposed, and candidate species.

Committee consists of two field biologists, the board chairperson or designee, federal agency representatives, the UH Manoa dean or designee, and a person with background in native Hawaiian traditional and customary practices.

Takes effect upon approval.
