Establishes a three-year pilot program administered by the Department of Human Services to educate and assist persons in applying for supplemental nutrition assistance program (SNAP) benefits.

Organizations assisting with SNAP applications receive performance-based incentive payments for pre-screening applicants, completing forms, gathering documentation, and submitting applications.

Requires the Department to enable online SNAP application submission with supporting documents and provide monetary incentives to organizations for applications submitted online that result in approval.

Department shall submit annual reports to the legislature by 2016, 2017, and 2018 detailing organizations used, applications processed, incentive payments, online submissions, enrollment numbers, quality standards, rules adopted, and program evaluations.

Appropriates unspecified general revenues for fiscal years 2015-2016 and 2016-2017; pilot program takes effect July 1, 2015 and repeals June 30, 2018.
