Establishes a nine-member Game Management Advisory Commission within the Department of Land and Natural Resources to serve in an advisory capacity to the Board of Land and Natural Resources.

Commission membership includes one member each from Kauai and Honolulu, three from Maui County (one per island), two from Hawaii County (east and west), one at-large member, and the BLNR chairperson as an ex officio voting member.

Requires all appointed members to be licensed hunters with leadership experience in hunter or shooting organizations; at least one member must have expertise in native Hawaiian cultural practices; no more than three members can represent or be employed by government.

Commission duties include recommending hunting policies and regulations, evaluating game management plans, establishing criteria for suitable hunting areas, recommending areas for game enhancement, and advising on control of game mammals including aerial shooting activities.

Appropriates $40,000 from general revenues for fiscal year 2016-2017 to establish the commission; requires annual reports to the legislature beginning in 2017.
