Appropriates state funds to the counties of Hawaii, Honolulu, Kauai, and Maui for fiscal years 2015-2016 and 2016-2017 to identify and map important agricultural lands as required under Act 183 (2005).

Authorizes grants-in-aid to counties for preparation of final submission packages to the state land use commission and assistance with exploring county incentives for important agricultural lands.

Fulfills the State's constitutional duty under Article XI, section 3 of the Hawaii State Constitution to conserve and protect agricultural lands and promote agricultural self-sufficiency.

Addresses finding that counties have not previously received state funding to complete their identification and mapping duties mandated by Act 183 nearly a decade prior.

Funds to be expended by the Department of Business, Economic Development, and Tourism; effective date July 1, 2050.
