Directs the Department of Agriculture to develop an interisland and export database for tracking agricultural commodities, inspections, and quantities to prevent invasive species spread between islands.

Mandates increased inspection priority for agricultural commodities transported between islands while maintaining inspection of out-of-state imports, and requires development of quarantine treatments for high-risk commodities.

Appropriates $100,000 for fiscal year 2016-2017 for database development and commodity tracking activities, and $800,000 for statewide agricultural pest detection, response, and control programs.

Appropriates $1,000,000 for planning, site selection, and preliminary design of two treatment facilities on the island of Hawaii—one for edible crops and one for non-edible crops—for marshalling and treating commodities before interisland movement or export.

Requires the State Auditor to conduct a financial and performance audit of the Plant Quarantine Branch and submit findings and recommendations to the governor and legislature by January 2017, with $100,000 appropriated for this audit.
