Requires the House of Representatives to establish a pilot program allowing County of Hawaii residents to provide live oral testimony at legislative committee hearings through audio or audiovisual technology.

House must coordinate with County of Hawaii to identify existing facilities with audio and audiovisual capabilities that could be used for remote testimony.

House must consult with the State's Chief Information Officer to ensure technology satisfies state network requirements, follows best practices, supports multiple platforms, and receives adequate resources.

House must consult with the Disability and Communication Access Board to ensure compliance with Americans with Disabilities Act requirements.

Appropriates unspecified funding for fiscal years 2015-2016 and 2016-2017 to support the videoconferencing technology; pilot program expires June 30, 2017.
