Requires voter registration applications to include a Hawaii driver's license number or Hawaii state identification card number as the primary identifier.

Allows use of the last four digits of an applicant's social security number if no driver's license or identification card has been issued.

Requires election officials or county clerks to assign a unique identification number to applicants who have neither a driver's license, identification card, nor social security number.

Aligns Hawaii state voter registration requirements with federal Help America Vote Act of 2002 standards for federal office elections.

Takes effect on January 1, 2018.
