Authorizes the University of Hawaii and community colleges to waive tuition for spouses and children of totally disabled veterans.

Authorizes tuition waivers for spouses and children of eligible veterans or national guard members who were killed in action while engaged in active federal military or naval service.

Defines "eligible veteran or national guard member" as a Hawaii domiciliary who served in active or reserve military forces, or national guard called to active duty, in wars or conflicts on foreign soil or in supporting roles.

Specifies that surviving spouses lose tuition waiver eligibility upon remarriage.

Permits the University of Hawaii to adopt administrative rules to implement the tuition waiver program.
