Prohibits lobbyists from giving gifts in any form (money, service, loan, travel, entertainment, hospitality, or other items) to elected officials in the legislature or employees in the executive branch under circumstances where the gift could reasonably be inferred to influence official actions or reward official conduct.

Authorizes the state ethics commission to assess administrative fines for violations of the gift prohibition, with maximum fine amount to be determined.

Maintains existing prohibition on lobbyists accepting payments contingent upon the defeat, enactment, or outcome of proposed legislative or administrative action.

Applies prospectively; does not affect rights, duties, penalties, or proceedings that were begun before the Act's effective date.

Takes effect upon approval.
