Increases state supplemental payment amounts for adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes effective July 1, 2015, with specific payment caps for different facility types (exact amounts to be determined).

Adds expanded adult residential care homes as a new category eligible for state supplemental payments beginning July 1, 2015, with separate payment caps for facility types I and II.

Implements automatic annual adjustments to maximum state supplemental payment amounts beginning December 2015, based on year-over-year changes in the consumer price index.

Changes the public assistance allowance standard from the 2006 federal poverty level to the current federal poverty level, removing the fixed 2006 baseline.

Takes effect on July 1, 2015.
