• Requires the state procurement office to develop and maintain a statewide procurement training program for all procurement officers of state and county governmental bodies, including deputy attorneys general handling procurement contracts.

• Mandates that all government employees delegated with procurement authority attend mandatory fundamental training within 60 days of being appointed or delegated procurement authority.

• Requires mandatory follow-up training and development sessions conducted by the state procurement office at least once every 12 months for all procurement officers.

• Allows each chief procurement officer to develop additional jurisdiction-specific training for their respective agencies as needed.

• Appropriates an unspecified sum from general revenues for fiscal years 2015-2016 and 2016-2017 to fund the statewide procurement training program, effective July 1, 2050.
