Department of Business, Economic Development, and Tourism shall conduct a study on establishing tax-free zones in Hawaii in collaboration with the Department of Taxation and University of Hawaii.

Study must examine the possibility of establishing a program similar to START-UP NY program enacted as chapter 68 of the Laws of New York 2013.

Department shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2016 regular session.

Act takes effect upon approval.
